BAGHDAD (AP) ? A Shiite extremist group handed over a simple wooden casket containing the remains of the last U.S. soldier missing in Iraq, a prominent Iraqi lawmaker said Monday, drawing a close to a case that has anguished the American's family since his 2006 disappearance.
Shiite lawmaker Sami al-Askari, a close ally of Prime Minister Nouri al-Maliki, said the remains of Staff Sgt. Ahmed al-Taie were turned over last week as part of a prisoner exchange agreement between the Iraqi government and the militant group Asaib Ahl al-Haq.
The Pentagon confirmed Sunday that it had recently received remains that were verified as al-Taie's. But al-Askari's comments provide the first confirmation that Asaib Ahl al-Haq, an Iranian-backed insurgent group, was responsible for the 2006 kidnapping of al-Taie after the Iraqi-born soldier sneaked out of the heavily guarded Green Zone in Baghdad to visit his wife and family on a Muslim holiday.
Al-Askari said Asaib Ahl al-Haq last week acknowledged killing al-Taie within a year of his October 2006 abduction. He said he did not know exactly when al-Taie was killed.
In an interview with The Associated Press, al-Askari said he supervised the negotiations for al-Taie's body and was present when Asaib Ahl al-Haq turned over a simple wooden casket containing the remains to Iraqi authorities on Feb. 22. He said the casket was immediately transferred to the U.S. Embassy in Baghdad.
"The Iraqi authorities did not open the casket, which was not heavy," al-Askari said. He said the negotiations for al-Taie's body had been taking place "for a while."
Al-Taie moved to the United States at age 12 after his family left Iraq in the late 1970s, when Saddam Hussein was ascending to power. His family described him as a pilot and airplane mechanic who lived with his parents in Ann Arbor, Mich.
He met his wife during a trip to Iraq shortly after Saddam's fall from power in 2003. In December 2004, he joined an Army reserve program for native speakers of Arabic and other strategic languages, and deployed a year later to Iraq, where he worked with a Provincial Reconstruction Team in Baghdad until he was kidnapped in 2006.
At the time he was seized, kidnappings for ransom or political motives, mostly of Iraqis but also many foreigners, were common. The February 2006 bombing of a Shiite mosque by Sunni insurgents caused retaliatory bloodshed to spiral, and death squads roamed Iraq's streets.
Al-Taie's relatives say he often met secretly with his wife at her family's home despite warnings that he was in danger of being kidnapped.
After al-Taie disappeared on Oct., 23, 2006, American commanders immediately launched a massive manhunt for him. About a week later, a family member received a ransom demand and was shown a grainy video on a hand-held device of a man whom extremists claimed was al-Taie.
Relatives demanded better proof, and negotiations with various intermediaries lasted for years. Al-Taie was last seen four months after his abduction in a video posted on the Internet by a Shiite militant faction called the Ahl al-Bayt Brigades, which is linked to Asaib Ahl al-Haq.
Asaib Ahl al-Haq, or Band of the People of Righteousness, is a Shiite militant group in Iraq. It generally relies on Iran, the regional Shiite power, for support, including around $5 million in cash and weapons each month, according to Iraqi and U.S. intelligence officials. Officials believe there are fewer than 1,000 Asaib Ahl al-Haq militiamen, and their leaders live in Iran.
The Pentagon has said it recently received remains that have been confirmed as al-Taie's at the U.S. military mortuary in Dover, Del. It offered no details, and the U.S. Embassy in Baghdad referred questions Monday to the Pentagon.
A U.S. official with knowledge of the situation said al-Taie's body arrived in Dover Feb. 25 and his family was notified early on Feb. 26. The official spoke on condition of anonymity because the sensitivity of the details of family notification.
Al-Askari said al-Taie's remains were handed over as part of an amnesty exchange agreement with Asaib Ahl al-Haq, under which the group will not face criminal prosecution or penalties if it disarms or turns over prisoners.
"There will be no persecution or legal measures against the Asaib people in the case of al-Taie," al-Askari said.
Al-Taie's uncle, Entifadh Qanbar, expressed resigned dismay Monday that al-Taie's killers might not be punished, but said he had not yet been notified by any government about the circumstances surrounding the killing.
"I have to see the details but I don't think a murder should stand without the law taking place," Qanbar said Monday in a telephone interview from Dubai, United Arab Emirates. "Everybody who commits murders should face court."
He indicated that Iraqi authorities should take responsibility for prosecuting the killing. "I don't know if the United States could do anything without the Iraqis," Qanbar said.

Romney criticized Santorum and said Michigan's tea party voters won't support Santorum when they learn more about his record. He also said President Barack Obama has governed with "a secular agenda" that has hurt religious freedom in this country.
Romney said he will lay out detailed policies on taxes, spending and entitlement programs at a major economic speech Friday in Detroit.
Michigan's presidential primary is next Tuesday.

He criticized the system under which corporates were being given bailouts through tax cuts and other concessions without thinking of the welfare of common man and weaker sections of the society. He said that in many of the under developed countries healthcare continued to be an expensive privilege and for much of the toiling world it had simply no access. He said that there was world-wide grouse against tax havens, corruption and nepotistic leaders.
Prof. Dhumal cited the example of Africa, where a new nation, South Sudan, was born amidst much atrocities and genocide. He said that birth of South Sudan and continuous deprivations of the common man show how societies rupture when governments and states fail in delivering the goods to its masses. He said that although Africa happened to be a resource rich continent made up of 26 countries, a burgeoning middle class in the continent was attracting world attention. Factually many international relations experts opined that Africa was emerging a new Asia. He added that if Africa?s natural resources and wealth were to benefit the common people, the youth had to understand their historic responsibility. He said that with the globalization and universalization the entire world had turned into a global village and the youth had to come forward to transform the social system world over. He said that

Chief Minister lauded the theme of the Seminar ?Role of Youth in Social Transformation? and said that it was evident that the youth was catalyzing change the world over and Middle East was seeing its moment of catharsis as the youth had taken to the streets demanding freedom and responsible governance. He lauded the contribution of WOSY for organizing youth to demonstrate unity to bring about harmony amongst all sections of the society the world over and for preparing youth to assume leadership roles in thinking about the problems respective countries were facing. He welcomed delegates from about 30 nations participating in the Seminar to Himachal Pradesh and wished them a fruitful Seminar and memorable stay in Shimla.

Norwegian success in creating an artificial child's voice
ScienceDaily (Feb. 17, 2012) ? "Synthesised speech has grown more and more similar to human speech. Yet children communicating via a speech device are still forced to use a synthetic adult voice," explains Magne Lunde, Managing Director of Media LT, a company developing tools to assist disabled persons.
This drawback was the driver behind a collaborative research project involving MedialT and Lingit, a software company. Together they are developing Norway's first synthesised childlike voice.
Using funding granted under the Research Council programme ICT for the disabled (IT Funk), they are putting an entirely new method to the test.
Converting the master voice into a comprehensible child's voice
"We start with what is known as a master voice, which is the product of three or four adult speakers recording several thousands of phrases. Then we record a single child reading a smaller number of phrases aloud. We use this recording to modify the master voice, making it sound like a child's voice," relates Torbj?rn Nordg?rd from Lingit. Dr Nordg?rd is also a professor of linguistics at the University of Nordland.
The phrases recorded by the child have been selected to include a number of the most essential sounds found in Norwegian.
"The master voice still carries the intonation, i.e. a phrase's melody. The result sounds rather like a child with unusual elocution skills, but it's still much better than the voice of an adult," says Mr Nordg?rd.
Very little research has been carried out on this subject internationally. MediaLT and Linget's innovative method of synthesising a child's voice is bringing them to the forefront of their field.
Everything is now in place to start testing trial versions of the child's voice. "We hope to have a beta version in place this summer," says Magne Lunde.

Mr Lunde and his colleagues are also researching voice control such as use of verbal commands to operate a PC.
In order to operate a computer by means of speech, the machine must successfully decipher what is being said. Interpreting the speech of individuals on both the young and the older end of the scale is especially challenging since the distance from their vocal cords to their lips is shorter than that of the average adult.
"Teaching a speech recognition program to understand the pronunciation of the various sounds of a language requires a relatively large amount of recorded speech. Unfortunately, insufficient data exist today in terms of actual children's speech," states Professor Torbj?rn Svendsen from the Norwegian University of Science and Technology.
Professor Svendsen and his research partners have come up with a very elegant, yet simple method of overcoming the challenges associated with speech recognition and children -- they have synthesised children's voices and used the results to compile a collection of data.
A vast improvement in quality
The length of the vocal tract affects the frequency distribution of the speech energy. The researchers are using technology to render the energy distribution of adult speech so that it more closely resembles that of a child.
"The converted adult speech resembles the way children speak in terms of sound as well. Thus, we could apply our conversion technique to a large database of adult speech and generate a functional database of artificial childlike voices. We then used this to train a separate speech recognition program for children," explains Professor Svendsen.
"This greatly improved the recognition fidelity of children's speech. The error rate was reduced by 50 to 70 per cent," he states.
Activities are being carried out in cooperation with the researchers in the Voice control in multimodal dialogue (SMUDI) project, which received funding from the Research Council's Large-scale programme Core Competence and Value Creation in ICT (VERDIKT) and the Ministry of Education and Research.
Norwegian a tough language
The Norwegian language poses a number of especially steep challenges to speech recognition experts.
"In general, the degree of variation in any language is large enough to make it difficult to model. But Norwegian is especially tricky; there are two distinct written forms of the language, countless dialects and a wide range of accepted alternatives for words, declensions and compounds. On top of all this, there is no single pronunciation standard," stresses Torbj?rn Svendsen.
Dr Svendsen also points out that people can experience considerable difficulty when faced with voice-controlled devices.
"It is easy to get caught up in our fascination with speech recognition and the many possibilities it holds, so it's important not to replace existing technology when it remains the best option for getting something done -- like using buttons to operate a lift," he concludes.
